Nine In-Custody Deaths Early This Year Intensify Questions Around L.A. County Jail Conditions

Nine people have already died inside Los Angeles County jails this year;  seven in January and two more in February and even Sheriff Robert Luna admitted, “It’s not off to a good start.” For families, those words are not statistics; they are funerals. Each life lost inside a county facility raises urgent questions about what happened behind locked doors, especially when “the causes of all nine deaths are still pending autopsy reports.”


Sheriff Luna described the notifications as “like a kick in the groin,” adding, “It’s not what you want to hear.” But for families who receive that knock on the door, the pain is permanent. In 2025 alone, there were 46 in-custody deaths. In 2024, there were 32. State officials allege incarcerated people “are forced to live in filthy cells with broken and overflowing toilets, infestations of rats and roaches, and no clean water for drinking or bathing.” They argue that “the lack of access to care contributes to the shocking rate of preventable in-custody deaths, such as suicides.”


According to the complaint, many deaths are caused by “preventable circumstances, such as overdoses, suicides, or violence among incarcerated persons.” Nearly 49% of the jail population has been diagnosed with mental health issues; up from 22% a decade ago; while 82% report at least one medical or mental health concern. Luna acknowledged, “The population that we’re seeing has really shifted,” describing people who are “becoming more ill” and in greater need of care.


Officials point to body cameras, remodeled intake facilities, and multiagency reviews. “Each death that occurs within custody is a significant concern,” the Department of Health Services said. Luna insisted, “We’ve done more in the last three years than we’ve done in decades.”

Yet when deaths continue at this pace, families deserve more than assurances. They deserve truth.
